Vibe Powers
Vibing Cisco gets visions of alternate places and/or times, even seeing events unfold on alternate planes of existence. He likens these visions to feelings, or "vibes." He has developed the ability, with assistive tech, to bring other people into his vibes, and send messages through them. Mostly, this power is akin to clairvoyance/premonition.
Breaches Cisco can open up wormholes between parallel universes. (Currently this power is nerfed so as to allow him to breach between two places on Earth, but not between universes.)
Sonic Punch Cisco can generate concussive blasts of vibrations, strong enough to knock a person off their feet. After much practice, Cisco no longer requires his special gauntlets to use this power.
Silent Film Action Hero
Cisco will be able to pull off crazy stunts à la Buster Keaton or Charlie Chaplin, and survive unscathed, but only if he remains silent the entire time. He could jump aboard a speeding train, have a building collapse on him, etc. and be totally fine, as long as he doesn't make a peep.
‎Take A Chill Pill
(Otherwise known as Temporal Stasis)
Cisco will be able to, with a gesture, freeze a person or thing in place. If the person/thing in question is in midair, it will remain suspended in midair until released. The effect lasts five minutes, or until Cisco releases it. He can only freeze one person or thing at a time.

Wrist-mounted crossbow with trick bolts inspired by Oliver Queen himself. Grappling hook, nets, GPS trackers, you name it. Also has laser sight.
